परं विश्वासयेत् साम्ना स्वशक्तिं चोपलक्षयेत् । आत्मन: परिमर्शेन बुद्धि बुद्धया विचारयेत्
paraṁ viśvāsayet sāmnā svaśaktiṁ copalakṣayet | ātmanaḥ parimarśena buddhiṁ buddhyā vicārayet ||
রাজা প্রথমে মধুর সাম দ্বারা লোকের বিশ্বাস অর্জন করবেন। সঙ্গে সঙ্গে নিজের শক্তিরও যথোচিত পরিচয় দেবেন; তারপর আত্মপর্যালোচনার মাধ্যমে নির্মল বুদ্ধিতে বিচার করে যা কর্তব্য, তা স্থির করবেন।
