Heaven is not won by birth or status but by dharmic character: purity, commitment to justice, non-violence, and active goodwill toward all beings.
In the Vyādha’s discourse on dharma (the famous Vyādha-gītā section of Vana Parva), the speaker instructs the listener that true excellence lies in ethical living—walking the right path and benefiting others—by which one attains heavenly reward.
