धर्मज्ञ: सचिव: कश्चित् तत् तत्पश्येदतन्द्रित: । इन अधिपतियोंके अधिकारमें जो युद्धसम्बन्धी तथा गाँवोंके प्रबन्धसम्बन्धी कार्य सौंपे गये हों, उनकी देखभाल कोई आलस्यरहित धर्मज्ञ मन््त्री किया करे
