पौरजानपदान सर्वान् संश्रितोपश्ितांस्तथा | यथाशक्त्यनुकम्पेत सर्वान् स््वल्पधनानपि
paurajānāpadān sarvān saṁśritopaśritāṁs tathā | yathāśakty anukampeta sarvān svalpadhanān api ||
নগৰ আৰু গাঁৱৰ সকলো লোক—যিসকলে সোজাকৈ আশ্ৰয় বিচাৰি আহিছে বা মধ্যস্থৰ জৰিয়তে শৰণাগত হৈছে—অল্পধন থাকিলেও ৰজাই নিজৰ সামৰ্থ্য অনুসাৰে সকলোৰে প্ৰতি দয়া দেখুৱাব লাগে।
