The verse asserts Nārāyaṇa’s absolute supremacy: he is identified with Brahman, is the highest goal of tapas (spiritual discipline), is the greatest deity, and is ultimately ‘everything’—encouraging a life of dharma and devotion oriented to the highest, unchanging reality.
In the Śānti Parva’s instruction section, Bhīṣma—lying on the bed of arrows—teaches Yudhiṣṭhira about dharma and higher truths; here he offers a concentrated theological proclamation exalting Nārāyaṇa as the supreme principle.
