Educational Q&A

Punishment and policy must be administered strictly according to śāstra and proper procedure: investigate the deeds, reflect on nītiśāstra, and avoid arbitrary or rule-violating penalties.

Dyumatsena is instructing on righteous governance: he emphasizes that a ruler should not depart from prescribed norms and should not punish without careful inquiry and adherence to the established science of polity.
