पुलहस्सप्त इत्येते ऋषयो रौहितेंतरे । देवतानां गणास्तत्र त्रय एव महामुने
pulahassapta ityete ṛṣayo rauhiteṃtare | devatānāṃ gaṇāstatra traya eva mahāmune

It frames a Shaiva view of cosmic order: sages (ṛṣis) and divine hosts (deva-gaṇas) are arranged in defined groupings, implying that dharma and spiritual authority operate through established lineages and ranks under the supreme governance of Pati (Shiva).
Though not directly about the Linga, it supports the Purana’s broader teaching that even devas and rishis function within Shiva’s cosmic administration; thus Saguna Shiva (as Lord and ruler of the gaṇas and worlds) is the ultimate refuge beyond these enumerations.
The takeaway is reverence for rishi-paramparā and disciplined recitation: one may pair study of such verses with japa of the Panchakshara mantra “Om Namaḥ Śivāya,” aligning personal practice with the cosmic order upheld by Shiva.
