Kośārtha-Rājadharma: Ethical Revenue Collection and Social Regulation (कोशार्थ-राजधर्मः)

तस्मात्‌ सर्वसमारम्भो दुर्लभ: पुरुषं प्रति । यथामुख्यान्‌ सान्त्वयित्वा भोक्तव्य इतरो जन:,अतः राजाके लिये भी सभी पुरुषोंको एक साथ वशमें करनेका प्रयत्न दुष्कर है, इसलिये उसे चाहिये कि प्रधान-प्रधान मनुष्योंको मधुर वचनोंद्वारा सान्त्वना देकर वशमें कर ले; फिर अन्य साधारण मनुष्योंको यथेष्ट उपयोगमें लाता रहे

قال بهيشما: لذلك فإن محاولة إخضاع الناس جميعًا دفعةً واحدة أمرٌ عسير. وعلى الملك أن يستميل أولًا ذوي الشأن من القوم بكلامٍ ليّنٍ مُصالِحٍ مُطمئِنّ؛ ثم بعد ذلك يُدبِّر سائر العامة ويُسخِّرهم بحسب ما تقتضيه الأحوال.
