१३-दुष्टोंस अपना अभीष्ट कार्य न कहे। १४-अपने गुणोंका स्वयं ही वर्णन न करे। १५- श्रेष्ठ पुरुषोंस उनका धन न छीने। १६-नीच पुरुषोंका आश्रय न ले ।।

nāparīkṣya nayet daṇḍaṃ na ca mantraṃ prakāśayet | visṛjen na ca lubdhebhyo viśvasen nāpakāriṣu ||

قال بهيشما: لا ينبغي أن يُنزَل العقاب على أحد قبل فحص الأمر والتحقق منه على وجهٍ دقيق. ولا يجوز إفشاء المشورة السرّية. ولا تُسلَّم الموارد إلى الجشعين، ولا يُوثَق بمن سبق له أن ألحق الأذى. فهذه قيودٌ عملية تصون الدارما؛ إذ تمنع عدالةً متعجلة، وتدرأ خراب السياسة بسبب تسرب التدبير، وتقي المرء هلاكه من سخاءٍ وثقةٍ في غير موضعهما.
