राजवृत्त-रक्षा-प्रणिधि-षाड्गुण्योपदेशः
Royal Conduct, Protection, Intelligence, and Policy Measures
यदा पश्यति चारेण सर्वभूतानि भूमिप: । क्षेमं च कृत्वा बत्रजति तदा भवति भास्कर:,जब राजा गुप्तचरोंद्वारा समस्त प्रजाओंकी देख-भाल करता है और उन सबकी रक्षा करता हुआ चलता है, तब वह सूर्यरूप होता है
yadā paśyati cāreṇa sarvabhūtāni bhūmipaḥ | kṣemaṃ ca kṛtvā vrajati tadā bhavati bhāskaraḥ ||
قال فَسومانَا: إذا كان الملك، بواسطة عيونه السريّة، يراقب جميع الكائنات في مملكته ويتحرّك وهو يضمن لهم الأمن والرفاه، صار كالشمس—كلّية الرؤية، مُغذّية، حامية. والمغزى الأخلاقي أن السلطة الملكية لا تُستحقّ إلا بيقظة الرعاية، وإقامة الأمن، والسعي الثابت إلى خير الرعية العام.
वसुमना उवाच
A king becomes truly 'sun-like' not by splendor alone but by constant, informed vigilance and by actively securing the welfare (kṣema) of all subjects; intelligence (cāra) is ethically framed as a tool for protection and good governance.
Vasumanā describes an ideal ruler: the king uses trusted agents to observe conditions across the realm and, while moving about in administration, ensures public safety and well-being—thereby earning comparison to the Sun that sees and sustains all.
