Varṇa-dharma and Rājadharma: Yudhiṣṭhira’s Inquiry and Bhīṣma’s Normative Outline (वर्णधर्म-राजधर्म-प्रश्नोत्तरम्)
कृत्स्ना मार्गगुणाश्वैव तथा भूमिगुणाश्व ह | आत्मरक्षणमाश्वास: सर्गाणां चान्ववेक्षणम्,तथा मार्गके समस्त गुण, भूमिके गुण, आत्मरक्षाके उपाय, आश्वासन तथा रथ आदिके निर्माण और निरीक्षण आदिका भी वर्णन है
kṛtsnā mārgaguṇāś caiva tathā bhūmiguṇāś ca ha | ātmarakṣaṇam āśvāsaḥ sargāṇāṃ cānuvīkṣaṇam ||
قال بهيشما: «ينبغي أن يُدرَك إدراكًا تامًّا ما للطرق من خصال، وكذلك ما للأرض من خصال؛ وأن تُعرَف وسائلُ صون النفس، وبثُّ الطمأنينة في الرعيّة، والتفقّد الدقيق للتشكيلات والانتشار.»
भीष्म उवाच
Effective and ethical leadership requires practical discernment: knowing routes and terrain, ensuring protection, maintaining morale through reassurance, and continuously inspecting one’s arrangements so that action is guided by foresight rather than impulse.
In the Śānti Parva’s instruction on rājadharma, Bhīṣma continues advising the king on governance and security, listing concrete duties of a ruler/commander—assessment of roads and land, protective measures, encouraging the people, and checking formations and preparations.
