राजधर्मस्य नवनीतम्—रक्षा, दण्ड, चार, उत्थान

सतां संग्रहणं शौर्य दाक्ष्यं सत्यं प्रजाहितम्‌ अनार्जवैराज॑विश्व शत्रुपक्षस्थ भेदनम्‌

satāṁ saṅgrahaṇaṁ śauryaṁ dākṣyaṁ satyaṁ prajāhitaṁ | anārjavair api viśvaśatru-pakṣastha-bhedanam, yudhiṣṭhira ||

قال بهيشما: «يا يودهيشثيرا، إن صون المملكة يقوم على وسائل كهذه: جمع الأخيار وإكرامهم؛ الشجاعة؛ الكفاءة العملية؛ صدق القول؛ دوام العناية بمصلحة الرعية؛ و—عند الضرورة—حتى باستعمال الحيل غير المستقيمة، إيقاع الشقاق في معسكر العدو. فهذه من الأدوات التي بها يحفظ الحاكم النظام، ويحمي البلاد، ويؤمّن الخير العام.»
