Sacred knowledge (the Vedas) is foundational to dharma and cosmic stability; when it is lost or obscured, divine power restores it. The verse highlights responsibility toward preserving learning and the assurance that order is ultimately re-established.
Hari retrieves the complete Vedas from Rasātala, returns them to Brahmā (the cosmic creator and custodian of Vedic transmission), and then withdraws back into his original form/state after completing the task.
