When the world falls into collective suffering, those with greater power and responsibility must not remain indifferent; they should recognize the crisis and seek appropriate remedial action, even by appealing to higher wisdom or divine agency to restore dharma and cosmic balance.
A universal calamity has arisen, causing widespread lamentation. Brahmā (called Pitāmaha) observes this condition and, showing the distressed state of the world to Mahādeva (Śiva), begins to address him—setting up a request or counsel aimed at resolving the crisis.
