त्रिवर्गमूलनिश्चयः — Determining the Roots of Dharma, Artha, and Kāma
Mahābhārata, Śānti-parva 123
भूय: स भगवान् ध्यात्वा चिरं शूलवरायुध: । तस्य तस्य निकायस्य चकारैकैकमीश्वरम्,भगवान् शूलपाणिने पुन: चिरकालतक चिन्तन करके भिन्न-भिन्न समूहका एक-एक राजा बनाया
bhūyaḥ sa bhagavān dhyātvā ciraṃ śūlavarāyudhaḥ | tasya tasya nikāyasya cakāraikaikam īśvaram ||
ثم إن ذلك الربّ المبارك—الذي سلاحه الأسمى الرمح—عاد فتأمّل زمانًا طويلًا. وبعد تمام التدبّر، أقام لكل جماعة متميّزة حاكمًا واحدًا، مُرسِّخًا نظام الحكم الرشيد لكل مجتمع.
वसुहरोम उवाच
Orderly rule is not arbitrary: leadership should be established thoughtfully, with each community having a responsible authority, so that dharma and social stability are maintained.
Vasuharoma describes how the spear-bearing Lord, after prolonged meditation, assigns a distinct ruler to each group—organizing society by instituting appropriate leadership for every collective.
