The passage highlights a dharmic valuation of disciplined sacrifice and austerity: properly performed Vedic rites (like Agniṣṭoma) and tapas are depicted as generating spiritual merit that leads to higher states or realms.
The narrator reports that the sage Devala arrives at a particular region and there sees the sage Jaigiṣavya, who is described (in the accompanying gloss) as having reached the ascetics’ world through sacrificial performance such as the Agniṣṭoma.
