The verse elevates Oṃ as the foundational life-force of Vedic revelation and speech, and identifies disciplined, rule-governed sacred utterance as belonging to Sāvitrī/Gāyatrī—highlighting that spiritual efficacy depends on regulated recitation and reverent speech.
Vāyudeva is speaking and instructing the listener about the primacy of Oṃ and the scope of Sāvitrī (Gāyatrī), framing mantra and controlled utterance as central to Vedic practice within the ongoing discourse of the Ashvamedhika Parva.
