In moments of collective fear and disorder, one should seek guidance from the highest, steady source of wisdom and protection; the verse highlights turning to Mahādeva and Umā as compassionate, boon-giving refuge for restoring balance.
All the gods become alarmed and go to Rudra/Śiva. They approach Mahādeva, who is seated, and also the boon-granting Goddess Umā, indicating a petition for help or counsel to address the cause of their agitation.
