Śiva-stavarāja: Upamanyu’s Preface and Initiation of the Śarva-Nāma Enumeration
Anuśāsana-parva 17

The verse praises the divine as the universal support and refuge: omnipresent existence that never fails, sustains life, provides nourishment, and exemplifies self-restraint—linking cosmic power with ethical discipline.
Vāyu-deva is speaking in a laudatory passage, enumerating epithets that describe the deity’s cosmic functions (supporting beings, sustaining prāṇa, providing food) and manifestations (as a noble steed), as part of a broader instruction through praise.
