Human birth should be guided by dharma and sanctifying disciplines (symbolized by homa and the vaṣaṭ-call). When life is driven only by the force of Time—without conscious adherence to sacred duty—one declines into moral and spiritual baseness (narādhama).
Mahādeva is speaking in an instructive context within the Anuśāsana Parva, warning about the consequences of living under mere compulsion of Kāla (Time) rather than choosing dharmic conduct. The verse frames neglect of Vedic rites and disciplined duty as a sign of degeneration in human life.
