To practice dharmic giving with discernment: water-born flowers and garlands are to be offered appropriately to specific classes of beings (Gandharvas, Nāgas, Yakṣas), emphasizing right recipient, right substance, and reverent intention.
Śukra is laying down a prescriptive rule within a broader instruction on dharma and proper conduct, specifying which offerings (aquatic flowers like lotus) should be dedicated to particular non-human/divine communities associated with nature and sacred realms.
