राज्ञश्च प्रकृतीनां च कल्पयेदन्तरा स्थितः ॥ कZ_०४.१०.१८च्द् ॥
Transliteration
rājñaśca prakṛtīnāṃ ca kalpayedantarā sthitaḥ
Translation
وهو قائمٌ بين (الطرفين)، عليه أن يوازن (العقوبة) مع مراعاة كلٍّ من الملك والرعية (عناصر الدولة).
