Having spoken these harsh words to Ravana, Ravana's younger brother (Vibhishana) arrived in a moment at the place where Rama was present along with Lakshmana.
Vibheeshana, having addressed Ravana in harsh language, reached Rama and Lakshmana in a short while.
Ravananuja refers to Vibhishana, the younger brother of Ravana, who chose righteousness over familial loyalty to an adharmic king.
Vibhishana spoke harshly only after his righteous counsel was repeatedly rejected and he was insulted. His harsh words were a final assertion of Dharma before severing ties with the unrighteous Ravana.
